That depends on what your definition of "year" is. BMC did not build cars by "model year" like we are used to in the USA. 38094 was probably built in September 1966, like 38088 and 38096 and therefore would be considered by most of the world as a 1966. However, because it would have arrived at the new car dealer in the USA in September or October 1966, it was probably advertised, sold, and registered as a "new 1967" model.
